I always advise my clients to make those dreaded phone calls they know they should make to make their lives a lot easier. You never know what government entity is willing to do things for you given the circumstances they find themselves experiencing. Very often there are creative if not changing policies for government agencies and unless you call you will never know what they can do for you.
